City Steps 2030: City of Iowa City seeks public input on proposed five-year plan
The City is seeking public input on City Steps 2030, the five-year consolidated plan. Each year, the City receives Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds from the U.S. Department of Housing & Urban Development. The purpose of City Steps 2030 is to help to improve the housing and living conditions of its residents, especially the very low- and lower-income households, people experiencing homelessness, and persons with special needs.
City Steps 2030 was developed after analyzing available information and conducting numerous meetings, interviews, and surveys with various stakeholders and members of the public to identify and prioritize needs. The plan contains the following major components:
- A process summary including public input obtained during the development of the Plan.
- A needs assessment for housing, homeless, special needs, and community development.
- A market analysis for housing and for community development assets.
- A strategic plan including geographic and need priorities, anticipated resources, goals, and the scope of expected activities.
- The plan also outlines the process for distributing public service funds (Aid to Agencies) for the next five years.
A public comment period to obtain the views of residents, public agencies and other interested parties will begin December 20, 2024, and end January 21, 2025. City Council will also hold a public meeting at 6 p.m. on Tuesday, Jan. 21, 2025 in Emma Harvat Hall, City Hall, 410 E. Washington Street, to accept oral or written comments from interested persons, and to consider adoption of the proposed plan. City Steps 2030 will be submitted to HUD for review and approval on or before May 15, 2025, following the adoption of an Annual Action Plan for City Fiscal Year 2026.
