Iowa City Police have arrested a man they say drove drunk with children in his car, made threats to kill another person, and vandalized another vehicle.

40-year-old Billyjack Hipes of Hudson Avenue was booked into the Johnson County Jail just after 3:45 Saturday afternoon. Hipes had been reported as an impaired driver operating without a license, and he was pulled over near the intersection of Taylor Drive and Hollywood Boulevard just before 1:30 Saturday afternoon. Police say he showed signs of intoxication and registered a breath alcohol level of .197%. Hipes’ six- and seven-year-old children were in the car at the time, as was an 11-year-old child of a family friend.

Hipes is also accused of punching the driver’s-side door of a Nissan Sentra, causing a dent and an estimated $1,200 in damage.

Police say just after 6:00 Saturday night Hipes left three voicemails on another person’s phone stating, “I’m going to f— you up” and “I’m going to kill you, m—–f—–.”

Hipes is charged with Operating While Intoxicated, 1st Degree Harassment, 3rd Degree Criminal Mischief, and three counts of Child Endangerment. If convicted on all counts, he faces a maximum of 11 years in jail.
