A North Liberty man is the second suspect arrested in an Iowa City scooter theft case.

34-year-old Tylor Hogan of the Holiday Lodge manufactured housing community was booked into the Johnson County Jail just before midnight Thursday. Iowa City Police say Hogan and 32-year-old Jennifer America Capi of Boston Way were dumpster diving in the parking lot behind 427 North Dubuque Street around 4:30 on the morning of August 6th when they made their way to the bike rack. That’s where they allegedly tampered with a Segway Kick electric scooter for about half a minute before removing it and walking away to the west.

The entire incident was captured on security video.

Hogan and Capi are each charged with 3rd Degree Theft. If convicted, they each face a maximum of two years in jail.

Capi was charged last month.
