Louisa County Sheriffs Office announces sex registration violations

The Louisa County Sheriff’s Office announced charges against two individuals accused of violating the terms of their sex offender compliance.

On May 22nd, a compliance check was conducted on 44-year-old Mandy Fulton, who was previously convicted on a first offense registration violation in Des Moines County on March 12th.

Fulton was determined to be in violation of her registration. Additional investigation determined that from July through September she had been in violation of the sex offender registry six additional times.
She now faces seven counts of 2nd or subsequent offense registration violations, each a Class D felony. If convicted on all counts, Fulton faces a maximum prison term of 35 years.

The Louisa County Sheriff’s Office conducted another compliance check on 32-year old John Barnes August 30th.  He was found in violation of his registration after being convicted of a sex registration violation in Keokuk County and a subsequent conviction in Washington County, both in 2020. Barnes was found not in compliance three times with the sex offender violation, and could be sentenced to up to 15 years in prison if convicted on all charges.
