Oxford man added to list of suspects in multiple fraudulent payroll check cashing scheme

An Oxford man  has been implicated in the fraudulent payroll check cashing operation that targeted a Hotel in Iowa city.

In April 2022, management from the Quality Inn’s home office at Pranam Corporaton found multiple fraudulent payroll checks had forged and withdrawn from Quality Inn’s Citizens State Bank account.  The loss totaled nearly $17,600.

Several individuals have already been identified and arrested on forgery and theft charges.  They include 49-year-old Brandi Dloughy of Hills, 40-year-old Conny Stucker, 41-year-old Sheila Salter, and 35 year old Jacob Perez, all of Iowa City, 53-year-old Joy Casper of Coralville, and 31-year-old Michael Agiular of Davenport.

42-year-old Larry Gustoff was recently arrested for his role in the scheme.

Investigators say on March 22nd 2022, Casper deposited a forged check for $200 labeled “maintenance” in the memo line into his US Bank account via mobile deposit, despite never being employed or doing maintenance work for the hotel chain.

A warrant for Gustoff’s arrest was issued on May 1st of this year; he was charged with Forgery and could be sentenced to up to five years in prison.
