North Liberty man reportedly found behind the wheel nearly four times over legal limit to drive

A North Liberty man was charged with his second OWI after being found slumped down behind the wheel of his pickup.

Police were called to the Coralville HyVee on 8th Street Tuesday at approximately 3:20pm after a bystander reportedly observed 42-year-old Jeremy State of Penn Court slumped over in the driver’s seat of a Ford F150.  The vehicle was running upon contact.

State allegedly had the strong odor of ingested alcohol, with bloodshot watery eyes and slurred speech. After showing measurable signs of impairment during field tests, State reportedly agreed to a Datamaster test. That showed his BAC at .307, nearly four times the legal limit.

The University of Toledo reports blood alcohol levels between .25 and .3 percent are categorized as stupor, where all mental, physical, and sensory functions are severely impaired, accidents are very likely, people present little comprehension, and may pass out suddenly.

A BAC of .31 percent and up puts drinkers in an alcoholic coma, featuring a level of surgical amnesia, onset of coma, possibility of acute alcohol poisoning, and death due to respiratory arrest likely in 50% of drinkers.

State had a previous OWI from Linn County in 2012. He was charged with a second offense, an aggravated misdemeanor punishable by a jail term of up to two years if convicted.
