Iowa City man wanted on warrants for theft and drug possession arrested Friday

An Iowa City man wanted on warrants for alleged drug possession and theft has been taken into custody.

Police say 53-year-old Jeffrey Chapman of Waterfront Drive was arrested on February 12th at the Walgreens on Muscatine Avenue for making false reports to law enforcement officers. While processing him for incarceration, Chapman was asked if he had any drugs on him. He denied having any illegal substances but stated that officers should check his purse. A search allegedly turned up a baggie containing a white crystalline substance that was later determined by the Department of Criminal Investigation as methamphetamine.

Chapman had two previous convictions of controlled substance possession, the latest on March 6th.

Then on March 1st, an officers was dispatched to the North Dodge HyVee on reports of someone that had written two checks for merchandise totaling nearly $1100 that were later declined for insufficient funds. Surveillance video reportedly showed Chapman as the suspect.

The store attempted to contact Chapman, giving him a ten-day window to resolve the matter, but he allegedly did not respond.

A warrant was issued March 17th , and Chapman was arrested just before 5pm Friday. He’s been charged with 3rd or subsequent controlled substance possession, 3rd degree Theft, and 3rd degree Fraudulent Practice. If convicted on all counts, Chapman could be sentenced to up to nine years in prison.
