A Washington man has been arrested on animal neglect charges after a dead dog and an emaciated dog were found inside a mobile home.

According to the Washington Police Department, at approximately 10:30pm on March 2nd officers responded to a report of a dog that had been left unattended for at least a week inside a trailer at the Parkside Estates manufactured housing community. Investigators say they could see the dog through a window, and it appeared in distress. It was restrained in a bedroom with no food or water and was surrounded by feces. Entry was made into the residence, and it was discovered the dog was emaciated and secured in a manner that did not allow it to gain access to food or water.

Officers also located another dog in the residence that was deceased and in a state of decomposition.

The injured dog was removed from the residence and placed into the care of a local animal shelter.  A search warrant was executed on the residence two days later to gather evidence.

43-year-old Christopher Robert Reed of Washington was arrested on Tuesday and charged with two counts of Animal Neglect resulting in serious injury or death. If convicted, he faces a maximum of four years in prison.
