A local transient faces charges that she abused her dog.
Iowa City Police say 45-year-old Kira Payne was trespassing outside the Waterfront Hy-Vee just before 3:30pm on March 2nd. Payne allegedly refused at least a dozen requests to leave the property. Police say she then began dragging her dog by the collar, occasionally lifting it up and choking it.
Payne reportedly resisted handcuffing, and refused to get into the squad car at Hy-Vee and leave the squad car once at the Johnson County Jail. She’s charged with Animal Neglect Causing Injury, Trespassing and Interference With Official Acts. If convicted on all charges, Payne faces a maximum of 13 months in jail.
