Shelter House resident accused of exposing himself at Old Capitol Mall

A Shelter House resident was arrested this week after allegedly behaving badly at the Old Capitol Mall.

Police say that on Tuesday around 1pm, they received multiple calls about a man screaming and exposing himself at the center. One caller alleged that 66-year-old Thomas Armstrong was sitting in public with his penis in his hand.

Upon making contact with Armstrong, he reportedly admitted to having “a little to drink.” Police also say open vodka bottles were found among his belongings.

Armstrong reportedly has several public intoxication convictions on his record. He refused a PBT and was arrested for the offense again. He was released the next day by Judge Jason Burns and sentenced him to time served.
