An Iowa City man walked into the Iowa City Police Department Tuesday night to turn himself in for being intoxicated, a day after allegedly assaulting a man in the Northside neighborhood.

According to the arrest report, 21-year-old Josip Pavlovic of South Clinton Street approached the victim Monday afternoon at approximately 2:45pm near the area of Dubuque and Church streets. Pavlovic allegedly swore at the man and spit on him. The victim ran from Pavlovic, who chased him and caught him after about a block.

Pavlovic is then accused of hitting the man in the head with a glass bottle. He then reportedly put the victim in a choke hold that caused the victim to go unconscious.  The man told authorities he thought Pavlovic was trying to kill him.

Video of the incident shows Pavlovic choking the victim and throwing him to the ground. The man suffered red marks to his neck, dirt on his face, and had short term memory loss.

Pavlovic was taken into custody and charged with Willful Injury causing Bodily Injury, a Class D Felony.

A charge of littering was added for leaving the glass bottle on the ground.

Then on Tuesday, Pavlovic walked into the Iowa City Police Department just after 11pm. He was allegedly intoxicated and was there to turn himself in. Officers say he had the odor of ingested alcohol, bloodshot watery eyes, admitted to drinking, and talked in circles. Pavlovic refused a PBT, and was taken to the Johnson County Jail on a Public Intoxication charge, a simple misdemeanor.

Pavlovic is not unfamiliar to authorities, as he has two prior intoxication charges. On Valentines Day last year, he was charged with disorderly conduct and public intoxication. He was fined a total of $210 by Judge Dana Christiansen on June 23rd.

Then on September 3rd, he was charged with Public Intoxication and possession of a fictitious license. He has pleaded not guilty and a hearing is scheduled in Johnson County Court on March 14th. He faces up to 13 months in jail if convicted on both counts for the September incident.
