Coralville Police: Sex offender was living in van near school, child care facility

Coralville Police say a registered sex offender with a history of convictions involving children was found living in a van near a school and a child care facility.

Officers say they were conducting a welfare check at an apartment on 20th Avenue Place on the afternoon of November 9th when they noticed 61-year-old Phillip Halliburton siting on the couch. Halliburton allegedly told investigators he lived in a van parked in the lot outside. Police say he also claimed his clothing and personal belongings were being kept at a relative’s house less than a block away. The building, the parking lot and the relative’s house are all within two-thousand feet of a school and a day care facility.

Halliburton was booked into the Johnson County Jail just after 5:45 Monday night and charged with a 2nd Offense Sex Offender Registry Violation. If convicted he faces a maximum of five years in prison.

The Iowa Sex Offender Registry indicates Halliburton has out-of-state convictions for Rape, Indecent Liberties With a Child and Aggravated Kidnapping from 1981 and 1982. The victims were girls under the age of 14.
