Iowa City woman charged with child endangerment after locking teen daughter out of home

An Iowa City woman has been charged with Child Endangerment after allegedly locking her 14-year-old daughter out of their home while watching her 7-year-old.

Police were dispatched to the 1500 block of Prairie DuChein Road at 5 pm Monday because the adult, 41-year-old Elizabeth Wisnosky, was reportedly acting erratically and had locked her 14-year-old daughter out of the residence.  They came in contact with the woman, who was looking after her 7-year-old daughter as well.

Wisnosky reportedly had bloodshot watery eyes, impaired speech, unsteady balance, had a hard time sitting still, and was described by the arrest report as being paranoid and erratic. Although she showed measurable signs of impairment on field testing, her blood-alcohol level was zero. A drug influence evaluation was executed and determined Wisnosky was under the influence of a CNS depressant, a CNS stimulant, and a Narcotic Analgesic.

It was further determined that in her current state, Wisnosky was incapable of caring for her younger daughter, putting the girl at risk. Wisnosky refused blood and urine samples, though she claimed that results would prove she was not under the influence.

Wisnosky was taken into custody and charged with Child Endangerment and Harassment. She could be sentenced to up to 25 months in jail if convicted on both counts.
