UI student charged after drinking from pitcher of liquor on downtown street arrested less than an hour later for OWI by same officer

A University of Iowa student charged after an Iowa City Police officer found him drinking from a pitcher of liquor while walking downtown was arrested for drunk driving less than an hour later after being pulled over by the same officer.

An Iowa City Police officer reports charging 19-year-old Diego Ramirez Dominguez of North Dubuque Street with Possession of Alcohol Under the Legal Age and Possession of a Fake ID just after 11:45 Thursday night on the 100 block of Iowa Avenue. Ramirez Dominguez was reportedly drinking from a pitcher of liquor and was highly intoxicated.

The same officer reports pulling over Ramirez Dominguez as he was driving his 2015 Nissan sedan erratically at Rocky Shore Drive and River Street just before 12:45 Friday morning. Ramirez Dominguez allegedly showed signs of intoxication. He reportedly claimed he would pass any test offered by the officer, but he reportedly refused breath, blood, urine and independent chemical testing,

Ramirez Dominguez was arrested and charged with Operating While Intoxicated.
