Dubuque man charged with OWI after rear-ending motorist

A Dubuque man who allegedly began drinking Thursday morning was arrested on OWI charges late that afternoon after rear-ending a motorist.

According to police, they were called to the intersection of Dubuque and Church streets just after 5:30pm on reports of a rear-end collision. Officers came in contact with the subject, identified as 19-year-old Nicholas Parr. They reportedly noticed the odor of ingested alcohol, slurred speech, impaired dexterity and confusion.

Parr showed measurable impairment on field testing, and admitted to having at least four “strong” drinks, and said he’d been drinking since 9am. A PBT showed a blood alcohol level of .223 percent, and a Datamaster test resulted in a .244 percent reading.

Parr was taken into custody and charged with his first OWI, a serious misdemeanor.
