A Coralville man was taken into custody for OWI after alleged erratic driving early Wednesday.
A Coralville police officer observed a silver van pull out onto eastbound 5th street at the 1600 block, and watched as it drifted into the westbound portion. The driver then turned his lights off as he was driving.
The vehicle came to a stop in the middle of the intersection of 5th Street and 10th Avenue, then continue eastbound.
When the officer instigated a traffic stop, the driver was identified as 48-year-old Keith Collins of 2nd Street. He exited the vehicle, and allegedly had bloodshot watery eyes, slurred speech, the strong odor of ingested alcohol, and unsteady balance. An open can of Bud Ice was reportedly observed inside the vehicle.
Collins showed impairment on field sobriety tests, and refused a PBT. He was taken to the Coralville Police Department for further testing. While there, he stated he was “nippsey.” When asked what nippsey was, Collins informed the officer that “nippsey means lippsey.”
Collins reportedly was unable to control his emotions while they read the implied consent advisory to him, and he was then transported to the University of Iowa Department of Public Safety for further testing. Once there, Collins allegedly got verbally aggressive and refused to provide a sample of his breath for chemical testing.
Colilns was charged with his first OWI, a serious misdemeanor.
