Sex offender arrested after failing to appear for 2001 court date

It took almost two decades, but a registered sex offender is back behind bars in Iowa City after police say he skipped out on a 2001 court date.
50-year-old Clarence “Frank” Johnson was booked into the Johnson County Jail just after 11:00 Thursday night. Johnson was charged with Failure to Register with the Sex Offense Registry and Interference with Official Acts after separate incidents in 2001. In March of that year Johnson, who’d been living at the Town & Campus Apartments on Arthur Street, allegedly tried to run away from officers conducting an investigation at the then-Lakeside Apartments on Highway 6 East. In July of 2001 Iowa City Police became aware that Johnson had failed to register as a sex offender when he moved to Iowa City in 1999. He also failed to notify the state of Illinois that he’d left that state.

Johnson has sexual assault convictions out of Illinois from 1989 and 1993. A court date on the 2001 charges was set for July 31st of that year, but Johnson failed to appear at his hearing. If convicted on the 2001 charges, he faces a maximum of 25 months in prison.
