CR car dealer employee charged with second OWI

A sales manager at a Cedar Rapids car dealership was arrested late Sunday night and charged with his second OWI.

31-year-old Garrett Ellard of Browning Drive in North Liberty was stopped after his pickup, sporting dealer plates, was clocked at 43 miles per hour in a 25 mile per hour zone in the 900 block of 1st Avenue in Coralville around 10:30pm.

Upon making contact with Ellard, officers allegedly noted slurred speech, an odor of ingested alcohol and watery eyes. He failed field tests and blew a .211 on a PBT. A subsequent Datamaster test showed a reading of .206.

Ellard has a prior Johnson County conviction for OWI in April of 2011.

Online records show that he is a sales manager at McGrath Chevyland in Cedar Rapids.

He is charged with his second OWI, an aggravated misdemeanor punishable by a maximum of two years in prison.
