Iowa City man charged with child endangerment and assault implicated in Monday death

An Iowa City man arrested after he allegedly assaulted his domestic partner has been implicated in the Monday death of 33-year-old Victoria Skarda.

Police say the assault incident occurred at 3:30 am Monday, involving 34-year-old Joshua Perry of Camden Road. The victim sent a message to a family member indicating that she had been assaulted. Witnesses reported hearing a physical fight in their apartment, and officers on scene reportedly saw injuries on her body consistent with an assault.

A minor child was present during the alleged assault, and authorities say it was reasonable to assume the assault would have caused harm to the child.

Perry was arrested Tuesday evening, charged with Domestic Assault causing Injury and Child Endangerment.

Court records don’t name Skarda as the victim of Perry’s alleged assault, but the incident occurred on the same block about six hours before Skarda was found dead.

KCRG TV reports a search warrant from May 2023 says police had been called to that same Camden Road address at least twice for domestic disputes between Perry and Skarda, once in December 2021 and again two months later in February 2022.

Perry was also charged with domestic abuse back in April 2021. A different victim filed a no contact order against Perry in the case, but the charge was eventually dropped on the victim’s request.

Iowa City Police have not arrested anyone in connection with Skarda’s death and are still investigating. Perry remains in the Johnson County Jail with a $500,000 cash bond.
