Kum & Go masturbator reaches plea deal after alleged sex offender registry violation

A man caught masturbating at an Iowa City Kum & Go has reached a plea deal with prosecutors after allegedly violating the Iowa Sex Offender Registry.

55-year-old Kenneth Kelly of Wayne Avenue allegedly refused to give the Johnson County Sheriff’s Office a valid address, as required by law, and was arrested in October.

Kelly was arrested for Indecent Exposure in March of 2023 after customers at the Muscatine Avenue Kum & Go reported he was outside masturbating and making sexual comments around 12:30 in the morning. Kelly allegedly claimed that he wasn’t exposing himself and was instead scratching his genitals. Kelly’s case caught the eye of the writers of “Late Night With Seth Myers”, with the comedian joking about it during his monologue shortly after Kelly was arrested.

Kelly eventually entered a guilty plea in June and agreed to a one-year jail sentence with all but one month suspended, although he skipped subsequent sentencing hearings. He was also forced to enter the Iowa Sex Offender Registry.

Online court records show the sex offender violation and a probation violation have been dropped. A new sentencing hearing on the original Indecent Exposure charge is set for December 27th.
