Kum & Go masturbator back in grasp of law enforcement after alleged sex offender registry violation

A man caught masturbating at an Iowa City Kum & Go is back in the grasp of law enforcement after an alleged sex offender registry violation.

55-year-old Kenneth Kelly of Wayne Avenue was booked into the Johnson County Jail just after 10:00 Friday morning. Online records show he was wanted for a Sex Offender Registry Violation. Kelly allegedly refused to give the Johnson County Sheriff’s Office a valid address, as required by law.

Kelly was arrested after customers at the Muscatine Avenue Kum & Go reported he was outside masturbating and making sexual comments around 12:30 on the morning of March 16th, 2023. Kelly allegedly claimed that he wasn’t exposing himself and was instead scratching his genitals. Kelly’s case caught the eye of the writers of “Late Night With Seth Myers”, with the comedian joking about it during his monologue shortly after Kelly was arrested.

Kelly eventually entered a guilty plea in June and was sentenced to one year in jail with all but one month suspended. He was also forced to enter the Iowa Sex Offender Registry.
