The incident occurred at approximately 5:30pm on the 300 block of 2nd Street. Police conducted a controlled-substance purchase with 35-year-old Jerome Smith of 4th Avenue. As he arrived to the predetermined location, officers approached him. Smith then fled on foot. He was apprehended just before he could reach his residence.
