The former executive director of the Johnson County Board of Supervisors who was fired on Wednesday was barred from speaking at Thursday’s supervisors meeting.

The board voted 3-2 on Wednesday to oust Guillermo Morales due to what Supervisor chair Rod Sullivan termed “insubordinate, disrespectful and argumentative behavior” towards supervisors Lisa Green-Douglas and Royceann Porter as well as other county staffers.

Sullivan, Green-Douglas and Porter all voted to terminate Morales.

Morales was one of several members of the public set to speak during the public comment section of Thursday’s meeting, but Sullivan chose to forego the usual comment session, which is within the board’s discretion.

Supervisor V Fixmer-Oraiz said at Wednesday’s meeting that the firing was “wildly inappropriate”, and Morales should have been sent to the county’s human resources department for discipline. Morales was a member of Fixmer-Oraiz’s campaign staff and had one of their campaign signs in his yard.

Morales has since hinted at a possible write-in campaign for supervisor in this November’s election, but he told the Cedar Rapids Gazette winning would be “difficult”.

No timetable has been set to hire Morales’ replacement.
