A transient arrested last week for allegedly shoplifting 40 items from the downtown Iowa City Target has been arrested again.

Iowa City Police were called to a fight in the grassy area behind The Crowded Closet on Highway 6 East at 10:30 Sunday morning. As officers were talking to witnesses, 28-year-old Jaeticia Higgins began screaming at another person and trying to grab items from their hands. An investigation determined that Higgins had been fighting with her significant other for trying to leave when she struck him with a stick multiple times. The man, who lives with Higgins in tents and other people’s homes, suffered visible abrasions.

As police tried to take Higgins into custody, she allegedly kicked at the wheels and doors of the squad car, saying she was going to break it. Officers say they had to force her into the back seat.

Higgins is charged with Disorderly Conduct and Interference With Official Acts. She was also arrested last Wednesday morning on the 1000 block of Gilbert Court after police say she shoplifted 40 items from the East Washington Street Target on May 7th.

Between the two incidents, Higgins faces charges of Domestic Abuse Assault – 3rd or Subsequent Offense, Disorderly Conduct, 3rd Degree Theft and two counts of Interference With Official Acts. If convicted on all counts, she faces a maximum of over seven years in prison.
