A transient arrested earlier this week for allegedly trying to steal a semi is now accused of burglarizing cars at the Johnson County Health and Human Services Building Thursday afternoon.
31-year-old Alan Hugins was booked into the Johnson County Jail just after 1:00 Thursday afternoon. The Johnson County Sheriff’s Office says employees inside the Health and Human Services Building on South Dubuque Street saw a subject attempting to open vehicles in the parking lot just after noon. An arriving University of Iowa Police officer reports finding Hugins inside a Mazda. Hugins reportedly had a credit card belonging to the car’s owner on his person. He allegedly admitted to entering the vehicle through the back window.
Investigators noticed a stroller had been removed from a nearby Jeep. Security video reportedly shows Hugins in the area of the Mazda and the Jeep.
Hugins was also arrested by Iowa City Police on Tuesday morning after they found him allegedly trying to steal a semi parked outside Fiddlehead Gardens on Waterfront Drive. Police body camera footage reportedly shows him resisting arrest.
Between both incidents, Hugins faces two charges of 3rd Degree Burglary of a Motor Vehicle and one count each of 1st Degree Theft and Interference With Official Acts. If convicted on all counts against him, Hugins faces a maximum of 14 years in prison.
