Hills man with history of exposing himself begins 60 day jail sentence after targeting an Amish woman

A Hills man with a history of exposing himself has reported to the Johnson County Jail to serve his sentence after he allegedly targeted an Amish woman in his most recent case.

According to police, 60-year-old Kevin Westcott of Washington Street matched the description of a suspect who allegedly exposed himself to an Amish woman on Gable Avenue in Kalona in July of last year.  When interviewed, Westcott reportedly admitted to exposing himself to the woman.

Westcott pleaded guilty to one count of Indecent Exposure last month. A second count was dropped.

Washington County Lieutenant Chad Ellis told The Kalona News last year that his office had been receiving reports of a man exposing himself to Amish residents dating back to 2021. But because of the lack of cellphones and security cameras in the community, it was difficult to develop a suspect. Ellis added that the case had gone cold after the reports stopped, but, “It just popped back up again.”

Records from the Johnson County Jail show Westcott was booked into the facility just before 4:30 Friday afternoon. Court records show Westcott was given a one-year jail sentence, with all but 60 days suspended. He has at least three previous Indecent Exposure convictions dating back to 1997.
