Missouri man faces 3rd OWI and drug charges

Iowa City police have arrested a Missouri man after reportedly finding him under the influence and in possession of marijuana.

According to the arrest report, officers responded to a welfare check to an unresponsive male in the driver’s seat of a running vehicle in the parking lot of Travelodge on North Dodge Street. He was identified as 31-year old Kody Doyle of Hannibal.

A one hitter marijuana pipe was reportedly observed between Doyle’s legs on the driver’s seat with marijuana residue. Officers noticed the smell of marijuana coming from the car. Officers located a silver tin inside the vehicle with marijuana buds inside.

Doyle also allegedly had a purple grinder with marijuana residue in it. Officers reportedly noticed open beer cans in the vehicle around Doyle, as well as a bag of empty beer cans outside the vehicle.

Doyle was described as having  bloodshot watery eyes, slurred speech, and smell of ingested alcohol. He refused field and chemical testing.

A check of Doyle’s driving record showed two previous OWI’s from 2013 and 2015. He was charged with a third offense, as well as marijuana possession and possession of drug paraphernalia.  If convicted on all counts, he could be sentenced to over six years in prison.
