Tipton woman accused of dog neglect gets probation

A 76-year-old Tipton woman accused of neglecting nearly 40 dogs has been placed on unsupervised probation for up to two years.

The Quad City Times reports Linda Boots earlier pleaded guilty to a charge of animal neglect causing non-serious injury.

The Animal Rescue League of Iowa and Cedar County Sheriff’s Office removed 39 dogs from Boots’ Just Dogs Rescue business due to unsafe conditions this past July.  Multiple animal welfare inspection reports from July 2021 through January of this year show the facility was found non-compliant in several consecutive visits.

The reports cited several violations, including a strong ammonia odor, and residue of fecal matter and hair found on enclosure walls, gates, drains, and floors. The facility has also failed to complete disease prevention and control programs.

On Friday, Boots was placed on unsupervised probation and was ordered to pay a fine plus court costs. Her 180 day sentence was suspended for all but two days, and she was given credit for time served.

The judge also ordered that except for a service dog, Boots cannot own or possess any animals, domesticated or otherwise, for the duration of her probation.

Other charges Boots faced initially were dismissed.
