A Quad City-area man was arrested early Sunday morning after his alleged intoxicated behavior caught the eye of police.
Arrest reports indicate that as an Iowa City Police officer was heading north on Gilbert Street just before 1am, he observed 19-year-old James Toland of Silvis Illinois staggering southbound. The officers stopped his vehicle and attempted contact, but Toland allegedly fled. He ran across railroad tracks east of First Street and fell twice before the officer caught up to him.
Toland was observed with slurred speech, bloodshot watery eyes, loss of balance. He reportedly admitted to drinking, and was allegedly found with a fictitious Illinois driver’s license showing him to be of legal drinking age.
Toland was charged with Public Intoxication and Possession of Fictitious ID. If convicted on both counts, he could be sentenced to up to 13 months in jail.
