Iowa City woman accused of neglecting dogs

Allegedly neglecting a pair of dogs inside her apartment has led to charges against an Iowa City woman.

27-year-old Emily Cahill was charged with Animal Neglect With Injury earlier this week. Members of the Iowa City Water Department called Iowa City Animal Services to the Town and Campus Apartments on Arthur Street at 2:30 on the afternoon of September 21st for a report of two dogs inside an apartment where the water was being shut off. Animal Servies met an Iowa City Police officer at Cahill’s apartment, where they reportedly found two dogs that were emaciated, covered in urine and feces and confined to wire crates with no trays. Police say the dogs were standing on piles of packed feces and puddles or urine. They allegedly had compression sores and showed signs of starvation.

Police say Cahill admitted to owning and taking care of the dogs. She allegedly told investigators she had been feeding them and taking them out several times a day.

If convicted, Cahill faces a maximum of one year in jail.
