Iowa City woman accused of calling 9-1-1 during attempted citizen arrest of ICPD officers

Allegedly calling 9-1-1 while attempting a citizen’s arrest of police officers has led to an Iowa City woman’s arrest.

According to arrest records, Iowa City Police were performing their lawful duties at the Broadway Street Casey’s just after 7:15 Wednesday night when 37-year-old Toyisha Steel of Broadway Street tried placing the officers under “citizen’s arrest”. When they refused to comply, Steel allegedly called 9-1-1. The dispatcher told Steel not to call 9-1-1 for a non-emergency, and Steel reportedly responded by threatening the operator and refusing to get off the line. The call only ended when Steel’s cellphone battery died.

Steel was arrested and charged with Making a False Report to 9-1-1. If convicted, she faces a maximum of 30 days in jail.

A hearing is set for September 12th.
