Area transient accused of masturbating in downtown Iowa City charged with using false name to obtain medical care at UIHC

An area transient who already has court dates set for previous alleged crimes including public masturbation this spring on the Pentacrest faces further charges after allegedly using a false name to avoid paying for medical care at the University of Iowa Hospitals and Clinics.

According to the arrest report,  28-year-old Davee Ceya was at the facility’s emergency room between May 3rd and 5th for medical services. Ceya allegedly provided a different last name to avoid any payments for the services.

Ceya reportedly ran up over $12,200 in fees during his visits.

Once Ceya was positively identified, a warrant for his arrest was issued on August 7th.  He was already being held at the Lee County Jail for Johnson County on previous charges. Ceya is now charged with 1st degree Theft, a Class C felony punishable by an up to ten year prison sentence if convicted.

On June 13th,  Ceya was given a 270 day suspended sentence and one year of probation after pleading guilty to an Indecent Exposure charge. He must also appear on the Iowa Sex Offender Registry for ten years. On the morning of May 11th, witnesses reported seeing Ceya masturbating on a bench on the southeast corner of the Pentacrest with several other people sitting around him.

After receiving his suspended sentence, Ceya allegedly spit at another subject outside the Harrison Street parking ramp later that day and punched him in the face over a dozen times. The man suffered multiple injuries. Ceya was taken to the Johnson County Jail, where deputies allegedly located a pre-rolled marijuana blunt between his legs in his underwear during the booking process.

A probation revocation hearing has been rescheduled for October 19th. A case management conference on the assault and contraband charges is scheduled for September 18th.
