Iowa City woman arrested on 3rd OWI after traffic stop

An Iowa City woman stopped for a traffic violation in North Liberty was charged with her third OWI.

The incident occurred just before 2 am Sunday near the intersection of Penn and Front Street.  35-year old Megan Carney of Samoa Drive was reportedly observed with droopy eyes and had difficulty keeping her eyes open.  She also allegedly had slowed speech, was shaking, and had difficulty recalling things discussed seconds prior. Police say Carney was also unsteady on her feet and starting to fall asleep while also fidgeting.

A PBT showed no alcohol in her bloodstream;  A DRE was conducted and it was determined that Carney was under the influence of both a CNS stimulant and a CNS depressant, making it unsafe for her to operate a motor vehicle.

Carney had two previous Johnson County OWI convictions; one in 2018 and the other in 2021.

Carney was arrested and charged with her third OWI. If convicted, she faces a prison term of up to five years.
