Iowa City man allegedly threatened officers when arrested for 3rd OWI

An Iowa City man allegedly tried to flee the scene and threatened officers when he was arrested for his third OWI this week.

Police say the incident occurred Monday just before 8:15pm in the area of Muscatine Avenue and Arthur Street. 36-year-old Marvis Jackson of Muscatine Avenue was stopped because his registration had expired, and his Jeep had a non-functioning headlight. Upon contact, Jackson allegedly had bloodshot watery eyes, slurred speech, and had the odor of ingested alcohol. He reportedly admitted that he had been drinking prior to getting behind the wheel. After field tests were administered, Jackson submitted to a PBT showing his blood-alcohol level at .218 percent. A subsequent Datamaster test reading was .221 percent.

When told he was under arrest, Jackson reportedly took off running and had to be taken to the ground. He was stood up and began to threaten officers. Jackson also allegedly spit at an officer and hit him in the arm.

A check of Jackson’s driving record showed his status as barred for being an habitual offender, and revoked for previous OWIs in 2018 and 2021. Additionally, he was charged with OWI on August 21st of this year and is to be arraigned on September 19th.

For Monday’s incident, Jackson was charged with OWI 3rd or subsequent offense, Driving while Barred, Driving while Revoked, Interference with Official Acts, and Assault on Persons in Certain Occupations. If convicted on all counts, Jackson could be sentenced to up to over 9 years in prison.
