Iowa City man on probation for indecent exposure conviction arrested for the same offense

An Iowa City man who served a suspended sentence on an indecent exposure charge from 2020 has been arrested for the same offense.

According to arrest reports, 28-year-old Jesus Arce of Maggard Street exposed his erect penis to the victim at approximately 11:15 pm  April 7th. The victim told police that Arce also pushed his penis against her. She showed officers text messages that Arce sent to her, apologizing for the incident, and said, “I think something was hanging out when you left.”

Arce was interviewed by authorities, and allegedly corroborated the victim’s story, but claimed his penis had fallen out of the fly of his pajama bottoms and that it hadn’t been erect.

In February of 2020, Arce was living at the Forest View manufactured housing community on Laura Drive.  According to arrest records at the time, Arce went to the office around 7:45 on the 15th to pay his rent. He then allegedly pulled out his erect penis and began masturbating in full view of a 69-year-old female employee. After several minutes, Arce recovered himself and left the office.

Arce later admitted to police that he had masturbated in front of the woman, saying he had done so a few times previously. He noted that the employee was aware he was doing it and never told him to stop, so he assumed it was okay. The woman requested a no-contact order.

On July 1st of that year, Arce was given a suspended one-year sentence and one year’s probation. He was also required to be on the sex offenders registry for a period of ten years.

A warrant was issued for Arce’s arrest Tuesday and he was booked at the Johnson County Jail that afternoon. He’s been charged with Indecent Exposure and could face a jail sentence of up to one year if convicted. A No-Contact Order was requested by the victim and granted by Judge Deborah Minot on Wednesday.
