Carroll IA man faces third OWI charge after weekend incident in North Liberty

A Carroll Iowa man was arrested Saturday morning after an alleged drunken driving incident in North Liberty, and was additionally charged after threatening University of Iowa Hospitals and Clinics personnel who were trying to execute a blood warrant.

Police say the incident occurred at around 10:20 am at the Casey’s on Kansas Avenue after two individuals called in a reckless driver in the area. An officer came upon 39-year-old Steven Loppnow at the store and allegedly noticed that he was unsteady on his feet, had slurred speech, and the odor of alcohol on his breath.

Loppnow’s Saturn was reportedly in a parking spot, up and over the front curb. An empty bottle of vodka was allegedly found on the passenger side floor of the vehicle.

After refusing field sobriety, PBT and Datamaster testing, a warrant was requested to get a blood sample. Loppnow was taken to the UIHC just before 12:30, and allegedly refused to cooperate with police, doctors and nurses. He allegedly threatened violence and had to be strapped to a gurney and held down to get the sample.

A check of Loppnow’s driving record showed two Carroll County convictions for OWI, one in 2015 and another in 2019. He was charged with his third, as well as Interference with Official Acts. Loppnow could be sentenced to over five years in prison if convicted.
