Iowa man arrested for third OWI at UIHC

A man from South English Iowa was arrested and charged with his third OWI after allegedly urinating himself outside of his vehicle.

Police say the incident occurred just after 5:20 pm Wednesday at the University of Iowa Hospitals and Clinics on Hawkins Drive. 72-year-old Mark Rausch reportedly was seen walking from his Volkswagon Jetta, then sitting down and urinating himself. Rausch allegedly had bloodshot watery eyes, slurred speech and poor balance. Authorities alleged they detected a strong smell of ingested alcohol even through his mask.

Rausch refused all chemical testing, and a search of his vehicle discovered open containers. A check of his driving records found two OWI’s in Keokuk County; one in 2017 and one in 2020.

Rausch was charged with his third OWI, a Class D Felony punishable by a possible prison sentence of up to five years if convicted.
