Suspect in multiple IC masturbation incidents back behind bars after allegedly skipping court date

An Iowa City man accused of multiple masturbation incidents is back behind bars after allegedly skipping a court date.

Online records show 39-year-old Chris Kelly of Iowa Avenue failed to appear at an August 23rd case management conference. A warrant was issued for his arrest, and Kelly was booked into the Johnson County Jail just before 7am Thursday.

According to arrest reports, Kelly is a resident in a communal home. On the evening of February 19th, a victim was in the communal kitchen, and Kelly allegedly walked from his personal apartment into the kitchen wearing a shirt and no bottoms, then showed the victim pornography on his tablet. He’s then accused of going into a communal bathroom, where he sat on the toilet with the door open. That’s where he reportedly began masturbating in full view of the victim and multiple other people in the house.

On the morning of February 20th, Kelly reportedly was in a communal bathroom, masturbating and smoking. A female guest in the house saw Kelly in the act, and told her male friend what she saw. When the man went to investigate, Kelly allegedly stopped masturbating. When the man asked Kelly what he was doing, he reportedly replied, “So what?” Kelly was once again clad only in a shirt and no bottoms. He allegedly kept masturbating for an additional three or four hours that day.

Then on the morning of February 22nd, he called a female at the house up to his room to be given an item. When the woman arrived at his door, she said she found Kelly masturbating.  The arrest report indicates that the incident is part of a string of incidents of similar behavior with the woman. She’s accused Kelly of exposing himself and waving his privates at her without her consent.

Kelly is charged with three counts of Indecent Exposure, and could be sentenced to up to three years in prison if convicted.
