West Branch man accused of leaving dog in oppressive heat now charged with noise violation after multiple complaints about his guitar playing

A West Branch man already facing animal abuse charges after allegedly leaving his dog out in the hot sun on the University of Iowa campus now faces a noise ordinance violation after numerous complaints about his guitar playing downtown.

Iowa City Police have received multiple noise complaints in the last two weeks about a subject playing his guitar on or near the corner of Iowa Avenue and Dubuque Street between 10pm and 2am. Just before midnight Wednesday 52-year-old Michael Beaver of North 4th Street was charged with a noise ordinance violation. A hearing is set for September 10th.

Earlier that day Beard was charged with Animal Neglect after UI Police found his pit bull tied up Tuesday morning under the Hancher footbridge on North Madison Street. At the time, the officer recorded a temperature of 90 degrees outside, with  77 percent humidity and a heat index of 111. The dog was wearing a tag identifying Beard as the owner.

The dog was in distress, laying on a blanket with an empty water dish nearby. While waiting for animal services, the dog staggered to the grass and began seizing. The animal was taken to an emergency hospital, where it was discovered it had renal failure and evidence of  previous heat stroke exacerbated by the conditions on Tuesday.

Beaver was charged with Animal Neglect Causing Injury, a serious misdemeanor punishable by a jail sentence of up to one year if convicted.
