Registered Sex Offender fails to return to Hope House after unsuccessfully waiting for hours to be seen at UIHC ER

A registered sex offender is back in custody after police say he signed out of Hope House to go to the University of Iowa Hospitals and Clinics, waited for hours to be seen in the emergency room, then gave up and left.

Arrest records indicate 44-year-old Kennthony Jackson checked out of the Holiday Road facility at 4pm on April 21st so he could be seen at the UIHC ER. His return time was listed at midnight. Jackson had yet to return as of 12:25am, and a call to the ER determined that he had been waiting to be seen until about 10pm, at which time he got up and left. His whereabouts after that were unknown. Jackson also skipped a mandatory quarterly meeting with the Johnson County Sheriff’s Office scheduled for April 27th.

Jackson was booked into the Johnson County Jail just before 11pm Thursday and charged with Absence From Custody and a second offense Sex Offender Registry Violation. If convicted on both charges, he faces a maximum of six years in prison.

Jackson was convicted on multiple Sexual Abuse charges in Illinois in 1999. He was sentenced to one year at Hope House after pleading guilty to charges of Stalking, 1st Degree Harassment and a No-Contact Order Violation nine days before he absconded. Police say over the course of a month, Jackson constantly called, texted, showed up at the workplace of, called the workplace of, and threatened to kill his ex-girlfriend.

Court records show Jackson has been charged at last nine times with second offense Sex Offender Registry Violations, with most being dismissed as part of plea agreements.
