Pretrial release revoked for a second time for IC man charged with harassment

Pretrial release has been revoked for a second time for an Iowa City man accused of harassment.

53-year-old Thomas Warren Jr. of Hastings Avenue was booked into the Johnson County Jail at 8:45 Friday morning. Warren is awaiting trial on two 1st Degree Harassment and one 3rd Degree Harassment charges after allegedly sending threatening text messages to a woman with whom he has a history. A pretrial conference is set for Monday.

Police say while awaiting Monday’s court date Warren drove from Iowa City to Cedar Rapids on March 8th, driving to or near Physicians Clinic of Iowa on 10th Street SE, where his alleged victim works, three times: at 3:10pm, 6:56pm and 7:10pm. Each time Warren was in the “exclusion zone” for two minutes or less.

This is the second time Warren has violated terms of his pre-trial release. Police say on May 4th, 2020 Warren circumvented a no-contact order by sending his ex-wife messages through his business partner. Two days later a woman contacted Johnson County Sheriff’s deputies to report that Warren had sent her and her daughter messages that were “odd and disturbing.”

Warren has a history of harassment allegations against him. Stalking and harassment charges against Warren were dismissed in 2018 after he allegedly threatened to kill his ex-wife and the couple’s children.

Police say in June of 2016 Warren went to an 11-year-old girl’s home while her mother was away and told the girl, “You should come to my house in a bikini and heels. I know you feel the sexual tension and that’s okay.” He then instructed the 11-year-old not to tell her mother. Warren pleaded guilty to charges of 1st Degree Harassment, Enticing a Minor and Child Endangerment.

In November of 2016 Warren was convicted of Trespassing after urinating and defecating on a porch on Lower West Branch Road. Police later found him passed out naked in the grass on the 1000 block of Scott Park Drive.
