An Iowa City man faces OWI charges after leaving the scene of an accident on southbound I380.
According to arrest reports, deputies were dispatched to the 8 mile marker just before 5:25pm Wednesday for an individual driving recklessly. The driver, identified as 31-year-old Patrick Horras of East College Street, was allegedly weaving in and out of traffic at a high rate of speed, and passing on the shoulder. Horras rear ended another vehicle, causing it to roll as both vehicles ended up in the median.
Horras reportedly fled the scene on foot and was located by another officer about a mile away from the crash, hiding in the snow. Upon contact, he allegedly had the odor of alcohol and marijuana, had slurred speech, red watery eyes and unsteady balance. A warrant was requested and granted for a blood draw, which was executed in the emergency room of the University of Iowa Hospitals and Clinics.
The two people in the car Horras reportedly hit were transported to the hospital with unspecified injuries.
A check of court records shows Horras has two OWI convictions from 2012 and another in 2015. He was taken into custody, and charged with his 3rd or subsequent offense, and leaving the scene of an injury accident. If convicted on the charges, Horras could be sentenced to up to six years in prison.
