IC man charged with 3rd OWI after alleged hit and run incident

An Iowa City man was taken into custody Sunday night, charged with his third OWI.

According to police, an officer responded to a citizen report at approximately 9:30 of a person passed out behind the wheel of a vehicle. Upon arrival, they located 28-year old Colton Evans of Esther Street, unconscious at the wheel of a Dodge Ram pickup with the engine running. The vehicle was a suspect in a hit and run that the officer was investigating from earlier in the evening.

Open containers were observed in the cab of the vehicle. A probable cause search allegedly turned up a small quantity of marijuana and a glass pipe with residue in the center console.

Evans allegedly had bloodshot watery eyes, smelled of ingested alcohol, and had impaired speech and balance. He reportedly admitted to drinking, showed measureable impairment on field testing. He refused a PBT but submitted to a Datamaster test, showing a blood-alcohol level of .183 percent.

Evans was charged with OWI third offense, 2nd offense marijuana possession, and possession of drug paraphernalia. If convicted on all counts, he could be sentenced to over six years in prison.
