A University of Iowa student who allegedly was caught texting and driving a moped has been charged with OWI.

Police say the incident occurred just after 1am Sunday outside the Summit Bar on South Clinton Street. 19-year-old Axel Janecek of New Lenox Illinois was observed by an officer allegedly operating a moped while also texting. He’s also accused of not having a required flag on his vehicle.

When Janecek came to a stop, he began swerving and almost lost control. Police say he had strong signs of intoxication, including bloodshot watery eyes, slurred speech, and confusion. He was also observed with a bar wristband.

Janecek reportedly stated that he had no drinks, but he showed measurable impairment on field testing. He refused a PBT but blew a .170 on the Datamaster.

Janecek was charged with his first OWI, a serious misdemeanor.
