Four Oaks councilor accused of bringing juvenile clients to her home to smoke marijuana

A councilor at Four Oaks faces charges that she brought underage clients to her home to smoke marijuana.

34-year-old Noreda El was booked into the Johnson County Jail just before 3:15 Wednesday morning. North Liberty Police say El was working as a youth counselor at the Marion Four Oaks facility last May when she took three juveniles in her care back to her residence on Mary Lane.

Facebook video shows two of the juveniles apparently smoking marijuana inside El’s residence just after 2:15am on May 6th.

Police say one of the juveniles, a 16-year-old boy, was never returned to Four Oaks.

El is charged with Harboring a Runaway and Contributing to the Delinquency of a Minor. If convicted on both charges, she faces a maximum of 25 months in prison.
