IC man charged with 3rd OWI after admitting heroin use

An Iowa City man was taken into custody Wednesday night and charged with his third OWI after allegedly admitting heroin use.
According to the arrest report, 36-year-old Jules Alexie was called in as an attempt to locate a vehicle, and officers located the vehicle at the Waterfront HyVee parking lot at about 11pm. Alexie was in possession of the vehicle keys and the engine was running.
Alexie was reportedly observed with constricted pupils, droopy eyelids, impaired speech and balance. Several syringes were also found in his possession.
Under Miranda, Alexie allegedly admitted using heroin earlier in the day. Police say that although he had a zero blood-alcohol content reading, his impairment on SFSTs led to his arrest.
Alexie faces OWI third offense, driving while license denied or revoked, possession of drug paraphernalia, and driving while suspended. If convicted on all counts, he could be sentenced to over six years in prison.
