IC man arrested for third OWI

An Iowa City man was charged with his third OWI after police noticed his alleged erratic driving on Interstate 380.
Arrest reports indicate that 32-year-old Isai Zapo Escribano of Regal Lane was observed by a sheriff’s deputy traveling southbound near the North Liberty exit just after midnight Sunday. Escribano reportedly was all over the road and operating the vehicle at varying speeds.
Upon approaching the vehicle, multiple open containers of alcohol were observed. Escribano reportedly told the deputy that he was using his phone, but had a strong odor of ingested alcohol.
Escribano performed poorly on field tests, and due to social distancing a PBT was not requested. A urine sample was requested instead, and Escribano refused.
A check of his records showed OWI convictions in Cedar County from 2013 and in Johnson County from 2016. Escribano was taken into custody and charged with his third OWI, a Class D felony punishable by a prison term of up to five years if convicted.
