Penn Meadows Park exposure suspect given suspended sentence

A North Liberty man who pleaded guilty to charges of indecent exposure and inappropriate contact with children has been given a suspended sentence.

The sentence was handed down by judge Deborah Minot earlier this week.

According to online records, 31-year-old Andrew Oberbroeckling of Whitman Avenue entered a guilty plea to four charges of Indecent Exposure and one of Indecent Contact with a Child last month. A second Indecent Contact with a Child charge was dismissed.

Multiple children told investigators that just before 8:15pm on the night of June 11th, 2019 they witnessed Oberbroeckling sitting inside of a playground structure at Penn Meadows Park in North Liberty. The children say Oberbroeckling had his shorts leg pulled up to the groin with his penis exposed through the bottom.

Several children reportedly saw Oberbroekling touching himself as they passed through the structure.  Oberbroekcling also allegedly grasped a girl’s thigh, and touched another’s breasts.

Oberbroekling has children of his own, who police say were playing in the park at the time of the incident.

Oberbroeckling has since been banned from all North Liberty city parks for life.

If convicted on the original counts, he could have been sentenced to twelve years in prison.

Oberbroeckling was also fined $1,260, was given two years of probation, and must register as a sex offender.
