ICPD Captain named interim chief

A nearly 30-year member of the Iowa City Police Department has been named interim chief.

In a press release from the city, City Manager Geoff Fruin appointed Captain Bill Campbell to the position effective immediately.

Campbell has risen through the ranks, starting as a patrol officer and field training officer in April of 1990  before being promoted to Sergeant in 1996. He was shift supervisor, Public Information Officer, Records Supervisor and Investigations Supervisor during his stint as Sergeant and was promoted to Lieutenant in 2008 and made captain in May of 2016.

Campbell was part of the department’s Special Response Team for 18 years, and was commander of the team for the last eight. He also worked with the Iowa City Community School District on the design and implementation of the district’s emergency response plan.

This isn’t Captain Campbell’s first Interim Chief appointment; he held the position in 2016 before Jody Matherly was appointed Iowa City Police Chief. Matherly announced his retirement earlier this month.

State of Iowa Code allows Campbell to be interim chief for a maximum of 90 days. If no one is named permanent chief by then, the City Manager will have to make a second appointment.
