IC woman accused of beating her daughter with a board

An Iowa City woman faces charges that she beat her teenage daughter with a board.

Iowa City Police were called to a domestic disturbance on Whispering Meadow Drive just after 7:45 Friday morning. An investigation determined that one of the residents, 38-year-old Regina Pulley, had struck her 16-year-old daughter eight times with an object. A video which contains only audio of the incident includes the girl screaming in pain while Pulley tells her to hold still so she can continue hitting her.

Police say Pulley admitted to “whooping” her daughter eight times with a belt, although in the video she refers to the object as a “stick”. Investigators eventually determined the object was a 1”x4” wooden slab from a bunk bed.

Pulley also allegedly threatened to break her daughter’s hand. Her daughter denied the assault to officers, but later told ambulance personnel she had been struck with the item, complaining of pain to her wrist.

Police say Pulley’s six-year-old daughter was in the next room during the ten-minute-long assault, and hearing it posed a “substantial risk” to her mental and emotional health.

Pulley is charged with Willful Injury Causing Bodily Injury, Assault While Displaying a Weapon, and two counts of Child Endangerment. If convicted on all charges she faces a maximum of 11 years in prison.
